The Board approved the creation of an Elementary Literacy Task Force in 1996. Representatives from each of the elementary schools convened to make recommendations for assessments to be used across all schools and to determine the common practices for literacy that would be consistent in all classrooms at the elementary level. In 2000, the Board approved the Core Understandings and Common Practices for Literacy and an Elementary Reading Improvement Plan required by the state that outlined further the work to be done by the Task Force.

The Task Force created The Literacy Support Guide for Core Understandings and Common Practices and the guide was shared with all elementary staff and administrators in Fall, 2002. Further information is provided in the document, Literacy Support Guide Questions and Answers.
