The Citizens' Advisory Committee is a standing committee that is activated by the School Board with members appointed by the Superintendent based on recommendations from the School Board and staff.

The purpose of the current Citizens’ Levy Advisory Committee is to recommend to the Superintendent and the School Board the amounts for the Maintenance and Operations Levy and the Technology Levy for the calendar years 2009 through 2012.

In the state of Washington, 279 of the 296 school districts request supplemental funding from their communities in the form of local levies.  These school levies are approved by district voters for a maximum of four years, after which time they expire.  The current Maintenance and Operations and Technology Levies approved by district voters in 2004 expire at the end of 2008.  The Committee reviewed all pertinent financial and operational information in order to make informed recommendations regarding the amounts of the new four-year levies, which would replace (not be in addition to) the expiring levies.

Following the Committee’s recommendation in December 2007, the School Board adopted resolutions which placed two levies before district voters in an election held in the spring of 2008.  To continue this funding, which represents 20 percent of the Bellingham School District’s operating budget, the citizens of the school district approved these ballot measures.
