BOARD POLICY
PROGRESS AND PROMOTION
It is the mission of Bellingham Public Schools to work in partnership with the community to provide students with the knowledge, skills and qualities required to be successful in a changing, diverse world. We believe that all students can learn and reach their potential and that student success must be based on clearly defined performance standards.
Students are expected to make progress at every grade level and meet specific performance standards by the end of elementary and middle school as a condition of promotion to the next level of schooling. The standards will be based on broad measures of student learning and other indicators found to be important to student success. These standards represent grade-level competencies along a continuum designed to support students who will be successful in reading, writing, and mathematics.
School staff, parent(s)/guardian(s), and students will interact as partners to enhance student success. Together, they must understand the performance standards and their roles in helping students meet the standards. Parent(s)/guardian(s) will be notified of their child's progress on a regular basis through the report card. Schools will regularly monitor progress of all students and identify appropriate interventions. Students not meeting standards, especially those at risk of not being promoted, will be identified early in the school year and academic support will be provided.
The superintendent will develop procedures that identify the specific assessments and standards used at grades 5 and 8, the intervention and support programs available to all students and families, and the process for notifying and involving families in the planning for student success.
