BOARD POLICY

 

BOARD OF DIRECTORS, DUTIES

 

The Board of Directors shall provide for a free public school system composed of elementary grades, kindergarten through fifth; middle school, grades six through eight; high school, grades nine through twelve; and vocational and technical classes. The Board shall also provide courses for adult education or other education on a tuition basis as indicated by the needs of the community when such offerings in no way penalize the basic K-12 program. General policies shall be established for such system in keeping with the wishes of the local district, regulations of the State Board of Education and requirements of law as enacted by the State Legislature.

 

In carrying out this function, the Board has the three general duties of formulating and interpreting educational policies, delegating administrative duties, and making a continuous appraisal of progress.

 

Certain specific responsibilities are involved in fulfilling these duties. Chief among these are:

 

  1. To employ a superintendent for a term of not more than three years and to support him in the discharge of his duties or, for cause, to dismiss him. 
  2. To appoint for terms of not more than one year and, for cause, to dismiss all other school personnel. 
  3. To consider, revise and adopt an annual budget recommended by the superintendent and to set salary schedules for all employees. 
  4. To require and evaluate reports from the superintendent concerning the financial status of the schools. 
  5. To consider and act upon policies for the school program. Any policy change initiated by the Board, the staff, or the general public will be submitted to the superintendent for his consideration and recommendation. 
  6. To consider and act upon recommendations for expansion of school services, school buildings and school facilities. 
  7. To assist in presenting to the public the needs and progress of the educational system. 
  8. To provide, by exercise of its legal powers, the funds necessary to finance the operation of the schools.

 

The president shall preside at all meetings, appoint any committees and perform all other duties prescribed by law or by the Board. The president shall have the right to discuss and vote on all matters and motions.

 

The vice-president shall serve in the absence of the president and, in so doing, shall exercise all the powers and bear all the responsibilities of the president.

 

The secretary shall keep full and accurate records of the proceedings of the Board, and have care of the Board's records and documents. The secretary may call Board meetings to order in the absence of the president and vice-president in order to elect a chairman pro-tem.
