BOARD OF DIRECTORS

July 20, 2000

The Bellingham School Board of Directors met in regular session at 7:30 p.m., July 20, 2000, in the Board Room of the Administration Building. Prior to the regular meeting there was an Executive Session at 7:15 p.m. Purpose of the Executive Session – negotiations and personnel matters.

Present: Directors Don Leu, Elaine Lynch, and Ann Whitmyer, President David Blair, Superintendent Dale Kinsley, and recorder Shirley Knapp. Excused: Director Ken Gass.

At 7:20 p.m. Leu moved to begin Executive Session; Whitmyer seconded. At 7:35 p.m. Lynch made the motion to move to regular session; Whitmyer seconded.

At 7:45 p.m. President David Blair called the meeting to order.

Leu moved and Whitmyer seconded approval of the consent agenda as presented. The motion carried unanimously.

REGULAR AGENDA ITEMS:

School Board Reports

Each of the Board members reported on a meeting of the State A+ Commission that was held yesterday evening. This was one of several statewide meetings that are being held by the commission to report on their recommendations to the Legislature on the state’s K-12 educational accountability system. Notes from the meetings are available on the state website.

Superintendent’s Announcements/Reports

Dr. Kinsley also attended on the A+ Commission meeting and stated he was very pleased with the turnout from the Bellingham community.

Kinsley reported that Bellingham, Ferndale, and Lynden School Districts received a combined Information Technology Industry Skills Certification grant of $100,000 from OSPI. The funds will be used at Squalicum and Sehome to support teacher training/certification for programming, digital media, and the purchase of computers and software for visual communications and web design.

Dr. Kinsley noted that the Economic Development Council cited the educational excellence of K-12 and higher education in Bellingham as a deciding factor for several new employers who recently came to Whatcom County.

Kinsley reported that several Bellingham businesses are taking part in an effort by the Partnership for Learning to encourage employers to request high school transcripts from job applicants.

Superintendent Kinsley shared a letter of commendation from the State Superintendent and the Washington State Patrol regarding the District bus inspections. This is the second year in a row they have received an “exceptional award.”

Kinsley shared a change in the Procedures relating to Board Policy #7325 – Provision of Food and Beverages at District Meetings. The change was in the language regarding per diem support for District-sponsored conferences or meetings.

The WSSDA Legislative Assembly will be held on September 22-23 at Sea Tac.

The District has received 11 proposal for architectural services for the construction of the new elementary school. Interviews will be held on July 31, and a recommendation for services will be made at the August 3 Board meeting.

Audience

Larry White addressed the Board regarding combined music teaching positions in the high schools.

ACTION ITEMS:

Fee Increase for Traffic Safety Program

Lynch moved and Whitmyer seconded the motion for approval to increase fee for Traffic Safety Education Program. The motion carried unanimously. The fee will be increased to $125 for the regular student fee and $59 for the reduced fee. This was the only increase in the fees and fines for the next school year.

Extracurricular Positions Approved

Lynch moved and Whitmyer seconded the motion for approval of middle school districtwide extracurricular positions. The motion carried unanimously. This will change the structure of the middle school athletic coordinator by having two classified positions – an athletic coordinator and an athletic clerk. Middle School Jazz band will be added to the extracurricular program with a paid stipend for the instructor.

Budget Adopted for 2000-2001

Leu moved and Whitmyer seconded the motion to approve Resolution 9 -00 -- adoption of the District Budget for 2000-2001. The motion carried unanimously.

High School Textbooks Approved

Whitmyer moved and Lynch seconded the motion for approval of high school textbooks for Spanish, AP Spanish, AP French, and biology. The motion carried unanimously. The materials have been available for review in the Curriculum office since the June 22 Board meeting.

Call for bids:

Lynch moved and Whitmyer seconded the motion to call for yearbook bids for Bellingham High and Squalicum High. The motion carried unanimously.

Personnel Recommendations Approved

Whitmyer moved and Lynch seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Superintendent Kinsley recognized the retirement of Garry Harris, warehouse lead person.
