BELLINGHAM SCHOOL DISTRICT
BOARD OF DIRECTORS
July 12, 2001
The Bellingham School Board of Directors met in regular session at 7:30 p.m., July 12, 2001, in the Board Room of the Administration Building.
Present: Directors Ken Gass, Don Leu, and Elaine Lynch, President Ann Whitmyer, Superintendent Dale Kinsley, and recorder Shirley Knapp. Director David Blair was excused.
At 7:30 p.m. President Ann Whitmyer called the meeting to order.
CONSENT AGENDA ITEMS:
Gass moved and Leu seconded approval of the consent agenda as presented. The motion carried unanimously.
Minutes
Action on the minutes of the June 28, 2001 School Board meeting and the minutes of the June 21, 2001 budget study session.
Investments
Action on investments in accordance with Resolution 13-88.

Lynch shared a copy of the legislative summary.
Leu shared a publication from the National Children’s Reading Foundation.
ACTION ITEMS:
Resolution 4-01
Lynch moved and Gass seconded the motion to approve Resolution 4-01 to adopt the budget for the 2001-2001 school year. The motion carried unanimously. Dr. Kinsley noted the list of the fines and fees, which included an increase in the traffic safety fee. The fee was increased to $240.00 with a reduced fee of $36.00. Kinsley stated that the District would be adding 20 new teachers with Student Achievement funds. He also discussed the loss of state funding for District Block Grants, staff development, and COLA’s for non-state funded teaching positions.
Bid Award
Gass moved and Leu seconded the motion to award the bid for the turnaround at Roosevelt Elementary School to Soto & Sons Construction for $19,346.00. The motion carried unanimously.
Personnel Recommendations
Lynch moved and Gass seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Dr. Kinsley recognized the retirements of Tom Moore, Squalicum High School science teacher; Eleanor Hogan, instructional assistant at Sehome High School; and Gary Peterson, mechanic.

The meeting was adjourned at 7:41 p.m.
