BELLINGHAM SCHOOL DISTRICT
BOARD OF DIRECTORS
June 24, 1999
The Bellingham School Board of Directors met in regular session at 7:30 p.m., June 24, 1999, in the Board Room of the Administration Building. Prior to the regular meeting, there was an Executive Session at 7:00 p.m. Purpose of the Executive Session – negotiations/personnel matters.
Present: Directors Ken Gass, Don Leu, Elaine Lynch, and Ann Whitmyer, President David Blair, Superintendent Dale Kinsley, and recorder Shirley Knapp.
At 7:00 p.m. Lynch moved to begin Executive Session; Whitmyer seconded. At 7:43 p.m. Whitmyer made the motion to move to regular session; Gass seconded.
At 7:49 p.m. President David Blair called the meeting to order.
CONSENT AGENDA ITEMS:
Gass moved and Lynch seconded approval of the consent agenda as presented. The motion carried unanimously.

REGULAR AGENDA ITEMS:
School Board Reports
Board members reported on the budget study session held on June 17. Leu provided information on a Washington State assessment study and a meeting that he attended at WWU regarding their administration program. Gass reported on the Sehome High School Drama Club’s trip to Ashland, Oregon for the Shakespearean Festival.
Superintendent’s Announcements/Reports
Dr. Kinsley reported that the District had received notice that funding was awarded for the Whatcom County Consortium for the Readiness to Learn Grant. The State grant of $650,000 will provide money to all school districts in Whatcom County and will continue support for the District’s Family Information Centers.
Kinsley announced that the State scores had been reported for the 3rd and 8th grade ITBS assessment. The District will provide additional information once the high school scores and the WASL results are received.
Kinsley confirmed that there would be only one Board meeting next month on July 15.
Audience
Lynn Cooper, 3010 Hilliard St, addressed the Board regarding her concerns about the location of the elementary boundary line between Silver Beach and Roosevelt.
REPORTS:
Summer Maintenance Projects
Maintenance Manager Mike Anderson gave a computer slide presentation of the major maintenance projects that are planned for the summer. The projects included roof and building repairs, heating upgrades, and the replacement of the 3rd grade cabin at the Conservation site.
Development of a Whatcom County School Districts Insurance Trust
Bill Meacham and Gus Kiss of Meacham Insurance presented information on the details involved in the startup, organization, and management for establishing a Whatcom County School Districts Insurance Trust. The Trust would form a countywide insurance committee with equal representation of labor and management from all Whatcom County school districts. A Trust would allow districts to utilize the “law of large numbers” to consolidate benefits, utilization experience, and maximize buying power. To establish the Trust for the 1999-2000 school year, an interlocal agreement would need approval by all seven Whatcom County School Boards. This document will be presented for Bellingham School Board approval at the July 15 Board meeting.
ACTION ITEMS:
Progress and Promotion Policy
The Board heard a first reading of Policy/Procedures #2421 – Progress and Promotion. A committee, authorized by the Board in October 1998, developed the recommended policy and procedures to guide student progress and promotion activities.
First Reading of Instructional Materials
The Board heard a first reading of the instructional materials for 9th grade science and the literature selections for 9th and 10th grade English at Squalicum High School. The materials are available for public review in the Curriculum Office and will be presented for approval at the
July 15 Board meeting.
Resolution 9-99 Approved
Lynch moved and Gass seconded approval of Resolution 9-99 to adopt the budget for the 1999-2000 school year. The motion carried unanimously.
BEA Memorandum of Understanding Approved
Lynch moved and Whitmyer seconded approval of a Memorandum of Understanding with Bellingham Education Association for the three additional teacher contract workdays, which were approved by the Washington State Legislature in the 1999 session.
Call for Bids
Gass moved and Whitmyer seconded the motion for approval to call for bids for several roofing projects to be completed this summer. The motion carried unanimously.
Personnel Recommendations Approved
Leu moved and Whitmyer seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Superintendent Kinsley announced the retirement of Dermot Cunningham, special education teacher at Whatcom Middle School.
