BOARD OF DIRECTORS
June 22, 2000
The Bellingham School Board of Directors met in regular session at 7:30 p.m., June 22, 2000, in the Board Room of the Administration Building.
Present: Directors Don Leu, Ken Gass, Elaine Lynch, and Ann Whitmyer, President David Blair, Superintendent Dale Kinsley, and recorder Shirley Knapp.
At 7:33 President David Blair called the meeting to order.
CONSENT AGENDA ITEMS:
Gass moved and Whitmyer seconded approval of the consent agenda as presented. The motion carried unanimously.

Action on the minutes of the June 8, 2000 School Board meeting.

Personal Services Contracts:

REGULAR AGENDA ITEMS:
School Board Reports
Each of the Board members reported on the graduation ceremonies at which they presided. Leu also reported on the special session for budget review that was held on June 15.
Superintendent’s Announcements/Reports
Superintendent Kinsley thanked the Board for their participation in this year’s graduation ceremonies. He shared a plaque that was awarded to the District by the Ohana Foundation for being a “model of excellence in technology and education leadership.” Awards were given to three districts in each state, which will also be considered for higher honors in the program process.
Kinsley reported on the recent publication of Our Bellingham Schools community newsletter.
He announced the Bellingham High School reopening celebration on August 19. Dr. Kinsley also passed around a thank you card that was sent to the Board.
The next Board meeting will be held on July 20.
Audience
Gary Sandberg presented some additional data on middle school math placement testing.
REPORTS:
Summer School
Deputy Superintendent Susan Zoller gave an update on the District summer school program. This is the second year of the program. Zoller outlined the current enrollment numbers for each of the offerings-- literacy support classes for students entering grades 2,3,6, and 9; math for students entering grades 6; and technology enrichment for students entering grades 4 and 5. The 9th grade math class will not be offered because there were not enough applicants.
ACTION ITEMS:
Revised Interlocal Agreement Approved
Lynch moved and Gass seconded the motion to approve a revised interlocal agreement for the Whatcom County School District welfare benefits group. The motion carried unanimously. There have been some minor changes to the agreement since approved by the Board in March
2000. This agreement will provide for a joint purchasing cooperative in order to provide the best possible health benefits package. It has been adopted by all other participating school districts.
School Climate Survey Proposal
Gass moved and Whitmyer seconded approval of the school climate survey proposal. The motion carried unanimously. Implementation of the survey will be contingent on data collection decisions related to the Gates grant. If the District conducts their own survey, the recommendations outlined by the task force will be followed.
ASB Constitutions for Squalicum and Bellingham High Schools
Becky Elemendorf gave a brief overview of the development of the Squalicum constitution. It was revised and adopted by the students in the spring of 1999, but never formally approved by the Board. Ken Crawford reported on the development process of the constitution for Bellingham High. Some minor edits to both constitutions were noted.
Whitmyer moved and Gass seconded the motion to approve the Squalicum High School constitution. The motion carried unanimously.
Leu moved and Lynch seconded the motion to approve the constitution for Bellingham High School. The motion carried unanimously.
ASB Funds for BHS
Gass moved and Whitmyer seconded the motion to approve the transfer of ASB funds from Squalicum and Sehome High Schools to Bellingham High School. The motion carried unanimously. Sehome has agreed to transfer $20,000 and Squalicum will transfer $38,364.
Dr. Kinsley commended the high school students and staff for making this decision.
First Reading of High School Textbooks
The Board heard a first reading of high school textbooks for Spanish, AP Spanish, AP French, and biology. The materials will be available for review in the Curriculum office prior to being recommended for final approval at the July Board meeting.
Personnel Recommendations Approved
Leu moved and Gass seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Dr. Kinsley announced the appointments of Nick Payne, principal at Alderwood Elementary, Greg Holmgren, interim principal at Silver Beach Elementary, and Derek Forbes, assistant principal Squalicum High School. He also recognized the retirements of Nola Ayres, physical education teacher at Sehome, and Tim Irvin, English teacher at Squalicum.
