BOARD OF DIRECTORS

June 10, 1999

The Bellingham School Board of Directors met in regular session at 7:30 p.m., June 10, 1999, in the Board Room of the Administration Building. Prior to the regular meeting, there was an Executive Session at 6:30 p.m. Purpose of the Executive Session – negotiations/personnel matters.

Present: Directors Ken Gass, Don Leu, and Ann Whitmyer, Superintendent Dale Kinsley, and recorder Marilyn Grams. Excused: Director Elaine Lynch and President David Blair.

At 7:01 Gass moved to begin Executive Session; Leu seconded. At 7:29 Gass made the motion to move to regular session; Leu seconded.

At 7:35 p.m. Vice President Ann Whitmyer called the meeting to order.

CONSENT AGENDA ITEMS:

Gass moved and Leu seconded approval of the consent agenda as presented. The motion carried unanimously.

REGULAR AGENDA ITEMS:

School Board Reports

Leu reported on visits to schools, which are part of his goal to visit all the District schools.

Gass attended the senior awards at Sehome High School and the graduation ceremonies at Sehome and Squalicum.

Whitmyer attended the 1st annual celebration of District achievement at Squalicum, two retirement parties, and reviewed the textbooks for history and economics. She participated in graduation ceremonies at Sehome and Options High Schools. Whitmyer also reported on the last meeting of the District Budget Advisory Committee.


Superintendent’s Announcements/Reports

Dr. Kinsley thanked everyone for attending, especially with the community emergency due to the explosion at Whatcom Creek this afternoon.

Kinsley participated in the end-of-the year activities, which included all three graduation ceremonies. He reported on the “Celebrate Achievement” event at Squalicum on June 8. Kinsley recognized the efforts of Lavelle Freudenberg, Jim Stevens, Steve Clarke, and Bob Jones to organize the celebration. Kinsley announced the Board budget study session on June 17. The budget will be presented for final adoption at the June 24 regular meeting.

REPORTS:

School Performance Reports –Roosevelt and Squalicum

The Board heard school performance reports from Roosevelt and Squalicum. These were the final two schools to report in the District’s school accountability process for this school year.

School and District Websites

Director of Library, Media, and Technology Nancy Messmer highlighted District and school websites. The major focus of the websites is to support the teaching and learning process and to provide information to the public. In addition to online lessons, virtual museums, and student art galleries, a new feature of school websites is to provide the information contained in the annual school reports. Bellingham School District has been recognized nationally for the contents of its district website.

ACTION ITEMS:

Approval of Policy #9310 – Emergencies

Gass moved and Leu seconded the motion to approve Policy #9310 - Emergencies. The motion carried unanimously. There were some minor editing changes since the first reading at the May 27 Board meeting.

Basic Textbooks Approved

Gass moved and Leu seconded the motion for approval of the basic textbooks for high school history and economics. The motion carried unanimously. The textbooks have been available for review for the last two weeks in the Curriculum Office.

Lunch Price Increase

The Board was provided background information on the increases in school lunch prices, which are included in the proposed 1999-2000 District budget. To adequately cover program costs, a 20-cent increase has been proposed for lunches at all grade levels. Breakfast and single milk prices would remain the same. The last price increase was in 1993-94. Approval of the increase will be part of the budget review and adoption process.

Call for Bids

Leu moved and Gass seconded approval to call for bids to move 7 portables from the Bellingham High School site. The motion carried unanimously.


Personnel Recommendations Approved

Leu moved and Gass seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Superintendent Kinsley announced the selections of the following new administrators: Sue Thomas, Director of Special Education; Deidre O’Neill, Principal, Fairhaven Middle School; Karen Reed, Principal, Whatcom Middle School; Gary Keeler, Principal, Columbia Elementary School; Tom Venable, Principal, Larrabee Elementary School; and Teresa Van Haalen, Principal, Parkview Elementary School. He also announced the retirements of Terry Jorgenson, Principal, Happy Valley Elementary School, Charles Martindale, art teacher at Sehome, and Carolyn Schieck third grade teacher at Silver Beach.
