BOARD OF DIRECTORS

April 3, 2001

The Bellingham School Board of Directors met in regular session at 7:30 p.m., April 3, 2001, in the Board Room of the Administration Building.

Present:  Directors David Blair, Ken Gass, Don Leu, and Elaine Lynch, President Ann Whitmyer, Superintendent Dale Kinsley, and recorder Shirley Knapp.

At 7:32 p.m. President Ann Whitmyer called the meeting to order.

CONSENT AGENDA ITEMS:

Blair moved and Gass seconded approval of the consent agenda as presented.  The motion carried unanimously.

REGULAR AGENDA ITEMS:

School Board Reports

Leu attended the dedication of the mural at Fairhaven Middle School.  He completed his computer training with a student at Happy Valley Elementary, and also attended a meeting of the District Budget Advisory Committee.  This weekend he will meet with the WSSDA Achievement Gap Task Force.

Gass reported on the Kulshan Middle School Honors Night.

Lynch attended a meeting on March 26 to discuss Dollars for Scholars.  She also attended a High School Planning Committee meeting, and a Readiness to Learn meeting.  Lynch gave a legislative update, highlighting bills that are being considered relating to education and the Senate’s proposal for the 2001-02 state operating budget.

Whitmyer reported on the Fairhaven Middle School mural and the dedication ceremony.

Superintendent’s Announcements/Reports

Dr. Kinsley introduced Bruce Burpee who will be serving as Geneva Elementary School interim principal, while Bob Austin is recovering from surgery.

Kinsley shared a new recruitment flyer that was designed by Lavelle Freudenberg and Nora Klewiada.  He also complimented principal Becky Elemedorf for the content of the recent Squalicum newsletter, Eye of the Storm, which included the high school testing schedule for April 23-27.

April 16-21 is National Youth Service Week, and April 20 is Youth Service Day.  Kinsley stated that there is an effort to draw media attention to the positive efforts that students are making to serve their communities rather than focus on the anniversaries of the Oklahoma City (April 19) and Columbine (April 20) incidents.

The elementary school naming committee held its first meeting and has developed a list of names that will be narrowed down to 3-5 names to be submitted to the Board.

REPORTS:

Plans for April 6 LID Day

Deputy Superintendent Susan Zoller provided information about the professional development activities planned at each school for the April 6 Learning Improvement Day (LID).  The legislature added three LID days last year to the teacher contract.  August 25, February 16, and April 6, were added as part of the district calendar for this year.  The time is to be used for specific learning improvement activities.  This Friday, many schools will use the time to review data from student achievement and climate surveys.  Several schools will be providing anti-violence training.

Food Services Update

Gaye Lynn MacDonald Food Services Manager, reported on the changes in the USDA guidelines relating to foods of minimal nutritional value usually dispensed through vending machines. The vending machines in the District are primarily at the high schools and are operated through the Associated Student Body.  All machines are away from the foodservice areas and some are on timers.  The District will prepare a policy and procedures for dispensing these foods once direction has been received from OSPI.  MacDonald also gave a brief update on food safety, which included a flow chart for preparation of hot and cold potentially hazardous food..


ACTION ITEMS:

Policy 2410 Approved

Gass moved and Lynch seconded the motion to approve of revised Policy 2410 – High School Graduation Requirements.  The motion carried unanimously.  There were no changes made since the first reading at the March 22 Board meeting.

Summer School

Blair moved and Gass seconded the motion for approval of the proposal for summer school 2001.  The motion carried unanimously.  This year the District will offer an expanded program for elementary and middle schools, focused on literacy and mathematics.  The technology enrichment class will be offered again for fourth and fifth grade students.  All elementary school libraries will be open one morning a week for student and family use.  All high schools, including Options, will operate credit retrieval programs on a staggered schedule to allow more accessibility for students.  The District will administer the extended School Year program for special education students.

Personnel Recommendations

Lynch moved and Gass seconded the motion for approval of the personnel recommendations as presented.  The motion carried unanimously.  Dr. Kinsley recognized Kaye Dykas, fifth grade teacher at Columbia Elementary, who will be retiring at the end of the school year.
