BOARD OF DIRECTORS
February 24, 2000
The Bellingham School Board of Directors met in regular session at 7:30 p.m., February 24, 2000, in the Board Room of the Administration Building. Prior to the regular meeting there was an Executive Session at 7:00 p.m. Purpose of the Executive Session – negotiations.
Present: Directors Ken Gass, Don Leu, Elaine Lynch, and Ann Whitmyer, President David Blair, Superintendent Dale Kinsley, and recorder Shirley Knapp.
At 7:03 p.m. Lynch moved to begin Executive Session; Whitmyer seconded. At 7:15 p.m. President David Blair moved to regular session.
At 7:30 p.m. President David Blair called the meeting to order.
CONSENT AGENDA ITEMS:
Gass moved and Whitmyer seconded approval of the consent agenda as presented. The motion carried unanimously.

Action on the minutes of February 10, 2000 School Board meeting.

Action on investments in accordance with Resolution 13-88.

REGULAR AGENDA ITEMS:
School Board Reports
Leu reported on his recent trip to Nepal. He also attended a meeting of the WSSDA Diversity and Multi-Cultural group, and met with Deputy Superintendent Susan Zoller regarding District learning efforts. Leu also mentioned that Martin Luther King Elementary School in Vancouver, Washington had received a design award for which he was personally proud because he was on the design team for the school.
Whitmyer reported on levy presentations that she gave for Happy Valley PTA, Fairhaven Lions, and the Senior Center. She stated that the levy mailings were ready to be sent out. Whitmyer, Lynch, and Superintendent Kinsley attended a WSSDA Regional Training Session at the ESD in Mount Vernon on Tuesday, February 22.
Lynch also has been involved in the levy speaker’s bureau. Lynch and Whitmyer attended the Citizens Advisory Committee meeting on Tuesday. Lynch and Whitmyer attended a town hall meeting in Ferndale on Saturday, February 10, with Republican Representative Doug Erickson and Kelly Barlean. Lynch also gave a legislative report that outlined the Democratic and Republican supplemental budget proposals for K-12 education.
Superintendent’s Announcements/Reports
Dr. Kinsley announced that Monday, February 28, will be a learning improvement day for teachers. There will be no school for students, but staff at every building will be focused on learning improvement instructional areas.
Friday, March 3, the Board will visit Whatcom Middle School beginning at 7: 15 a.m.
Kinsley shared an advanced copy of Our Bellingham Schools community newsletter. This issue, which focuses on three high school and the bond/levy, will reach homes the middle of next week.
Dr. Kinsley reminded everyone that absentee ballots for the bond/levy will go out next Monday.
ACTION ITEMS:
Policy #2420 – High School Honors Courses
Lynch moved and Gass seconded the motion to approve Policy #2420, High School Honors Courses. Whitmyer moved and Gass seconded the motion to amend the policy by eliminating the sentence that states “Honors courses will typically begin in grade 10.” Discussion followed regarding 9th grade honors courses. Dr. Kinsley stated that with the changes in 9th/10th grade curriculum there would be an expectation for staff to annually review the data and report to the Board on the overall curriculum for 9th/10th grade. Blair called for the question on the amendment, which passed unanimously. Blair then called for the question to approve the policy. It was approved unanimously.
High School Core Curriculum Approved
Gass moved and Whitmyer seconded the motion to approve the high school core curriculum for 9th and 10th grade that was recommended at the February 10 Board meeting. The motion carried unanimously. Beginning in the 2000-2001 school year all three high schools will have a common set of courses and expectations for student learning.
Instructional Materials for Family and Consumer Science
Lynch moved and Whitmyer seconded approval of the textbook Parenting: Rewards & Responsibilities for Family Consumer Science. The motion carried unanimously. The new instructional material has been available in the Curriculum Office for public review since the February 10 Board meeting.
Ratification of Teamsters Contract
Gass moved and Leu seconded the motion for ratification of Teamsters Contract for September 1, 1999 – August 31, 2002. The motion carried unanimously.
Out-of-State Trip
Lynch moved and Whitmyer seconded approval for Sehome Drama Club to take a tour to Ashland Oregon and the Oregon Shakespeare Festival, June 19-24, 2000. The motion carried unanimously.
Bid Award
Leu moved and Gass seconded the motion to approve the bid awards for KI furniture for Bellingham High School. The motion carried unanimously. The bid award was split between two suppliers – Saxton, Bradley, Inc. for $290,046.37, and Diversification, Inc. for $86,144.20.
Personnel Recommendations Approved
Gass moved and Whitmyer seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously.
