January 15, 1998
The Bellingham School Board of Directors met in regular session at 7:30 p.m., January 15, 1998, in the Board Room of the Administration Building.
Present: Directors, David Blair, Becky Diaz, Mary Stender, and Ann Whitmyer, President Elaine M. Lynch, Superintendent Dale Kinsley, and recorder Shirley Knapp.
At 7:36 p.m. President Elaine Lynch called the meeting to order.

REGULAR AGENDA ITEMS:
School Board Reports
Several members reported on a meeting with local legislators held in the Board Room on Monday, January 5. Twenty-three Board members and superintendents from Whatcom County met with Kelli Linville, Georgia Gardner, and Harriet Spaniel to discuss educational issues in this legislative session.
Whitmyer reported on the Partnership for Learning meeting held on Tuesday, January 6. She was also a volunteer for calling absentee ballot voters regarding the upcoming school levy.
Diaz attended the DARE graduation at Carl Cozier. She also attended the BHS/Lynden basketball game. Diaz thanked Dr. Kinsley for his levy presentation to the Whatcom Hispanic Organization.
Lynch attended the Sehome High School “Bring Joy to a Child” program. She was a host for the Partnership for Learning luncheon at which the focus was to heighten awareness of education reform efforts. Lynch also attended the Herald Editor’s Board, served on the Bellingham High School senior project review panel, and attended a meeting of the Whatcom County Health Partnership Committee.
Superintendent’s Announcements/Report
Dr. Kinsley announced a visit by Governor Locke on Friday, January 16. Prior to visiting Bellingham Technical College for an observance of Martin Luther King Day, Governor Locke will spend an hour at Alderwood Elementary School. He will meet with teachers and students to observe and discuss the school’s literacy programs. Reading was a main area of focus in the Governor’s proposed budget for education.
Kinsley shared two revised procedures; 3611P – Sending Personally Identifiable Student Information on E-Mail; and 3600P Students Records (which was revised to comply with new state and federal laws).
Dr. Kinsley announced the upcoming school levy on February 3, and the WASA/WSSDA Legislative Conference on February 8 and 9.
Recognition of a Gift to the District
The Board recognized Joe and Anneliese Zauchner who deeded their residence through a life gift estate to the District. The Zauchner’s home is on approximately 2 acres, adjacent to Squalicum High School. Superintendent Kinsley and President Elaine Lynch thanked the Zauchner’s for their “expression of love and support of the Bellingham School District.” Sehome science teacher Jack Crandall was also present to express his appreciation of Joe Zauchner who has volunteered in Mr. Crandall’s class for the last 22 years.
REPORTS:
District Strategic Planning Process
Superintendent Kinsley shared information regarding the expectations, timelines, and members of the committee for the strategic planning process for the next five years. The District is in the final year of the current plan, Pathway 2000, and is beginning work to draft Phase Two of the plan. The committee consists of 48 members representing the community, District staff, and students. Judy Olson-Ness will facilitate the process. She has a national record of assisting with school and district planning and team building. A draft plan will be presented to the Board later this spring for final adoption.
ACTION ITEMS:
Policy 8302 – Staff Occupational Safety and Accident Prevention
Blair moved and Whitmyer seconded the motion to approve Policy 8302. The motion carried unanimously. There were no changes made since the first reading.
Bond Sale Approved
John Rose of Seattle Northwest Securities presented an offer to the Board for the $9.9 million bond sale. Rose stated that the net interest cost for the bonds will be 4.71%, the lowest rate a school district has been charged in 25 years. Blair moved and Whitmyer seconded the motion to approve Resolution 1-98 to proceed with the sale of the second increment of bonds from the 1996 authorization. The motion carried unanimously.
Approval of Contract for Network Wiring and Cabling at Squalicum
Blair moved and Stender seconded the motion to approve a contract with Macro Com for $288,696.24 to provide network wiring and cabling at Squalicum High School. The work will be done as part of a State bid. The motion carried unanimously.
Call for Bids
Blair moved and Whitmyer seconded the motion to call for bids on fixtures and furniture at Squalicum High School. The motion carried unanimously.
Personnel Recommendations Approved
Stender moved and Blair seconded the motion for approval of the personnel recommendations as presented. The motion carried unanimously. Dr. Kinsley noted the request for an extended leave of absence until the end of the school year and the subsequent resignation at the end of the school year of Greg Freeman, principal at Carl Cozier Elementary School.

The meeting was adjourned at 8:25 p.m.
