and characteristics of students while presenting balanced
but differing views of issues, controversial or

the teacher/individual user will provide understanding
of the bias the materials represent and opportunities for
students to explore the other ides of the issue.

in a reasonably lively and vivid manner so as to engage student
interest. Given the high quality of visual materials currently
available to students outside of schools, instructional materials
should generally meet contemporary production standards. In
some cases, classics might be excluded from this criterion.

knowledge and research. The knowledge and concepts are well
structured, comprehensive and coherently presented.
