Nominating A Student:
Any person (including a parent, teacher, or student) may nominate a student to the Highly Capable Learners' Program. To make a nomination, complete the HCL Program Nomination Form. The person making the nomination is responsible for obtaining parent and school signatures on the nomination form. The form cannot be submitted electronically. The completed form, along with a copy of the student's most recent report card, must be submitted to the HCL Office by the deadlines listed on the Test Schedule (click on the link to the right).

HCL testing is a two-step process:
1. Screening:
Nominated students will be screened by HCL staff using the Iowa Test of Basic Skills (ITBS). A student needs a composite score of 95% or higher on both the reading and math sections to be eligible for the HCL program assessment (see below). 2. Program Assessments:
HCL staff will administer program assessments which include:
- The Cognitive Abilities Test (CogAT®) for intellectual functions
- The Structure of Intellect (SOI) test for exceptional creativity

For interpretation of your student's CogAT® test score and suggestions for instructional strategies, go to www.riverpub.com/products/cogAt/index.html and click on the "Interactive Profile Interpretation System" yellow button and enter your student's test "Ability Profile" (example 9A).
The criteria for program acceptance are rigorous and represent a standard attainable by only a small percentage of our student population. Using the combined results of these three standardized test measures and information from the nomination process, your student's profile is analyzed and evaluated by the Multidisciplinary Selection Committee and must place in the top 2.314%
