Purpose

  • Review, provide input or make recommendations relative to the function of the Title I Program/Learning Assistance Program (LAP) in accordance with Federal law, State law, and District policy and procedure
  • Align Title I / LAP Program activities with District goals and initiatives

Basis for Establishment

Board Policy 2500 Chapter I Instruction/Activities

Decision Making

Consultative to the Superintendent and to the Director of Federal and Special Programs using the processes of consensus and input

Plan

Review and provide input about program decisions in accordance with Federal and State law and District policy and procedures

Qualifications

Committee will include Title I/ LAP/ ELL staff and parent members from Title I/ LAP and ELL funded programs

Members

  • The Committee shall consist of 18 members:
    • 3 Title I/LAP Reading Teachers
    • 2 Title I certificated staff members
    • 2 Title I/LAP school administrators
    • 6 Parents of students who participate in Title I/ LAP/ ELL services
    • 1 Title I / LAP/ ELL Classified staff member
    • 1 Title I Teacher Leader
    • 1 Title I Parent Educator
    • 1 ELL Program Facilitator
  • Chairperson: Federal and Special Programs Director
  • Council members begin a membership rotation by serving one or two year terms the first year and then two year terms, thereafter

Responsibilities

  • Attendance at meetings
  • Learn about Federal and State regulations that guide the Title I, English Language Learner and Learning Assistance Programs
  • Learn about District policies and goals
  • Communicate the content of the meetings and gather input from building staff and parents
  • Commitment to be a member for two years

Timeline

  • Meet a minimum of once annually for program review and input
  • Meet during the school year to review program, provide input, or make recommendations

 

Budget Implications

  • Title I / LAP support for parents and staff to meet
  • Title I /LAP support for materials and printing
  • Title I/LAP support for other needs identified by the Director and approved by the Deputy Superintendent
