In 1998, the Legislature required that Washington school districts establish three-year reading improvement performance goals for elementary schools. In 1999, additional improvement goals were adopted by the Legislature for mathematics in elementary and middle schools.

The Bellingham School District has developed reading and math goals and improvement plans that will assist the district in meeting state performance goals.
